Matt Arlyn is a nationally recognized leader in disaster recovery and housing policy, with over 15 years of experience guiding states through complex post-disaster recovery efforts. Known for transforming underperforming programs into nationally ranked operations, he has consulted for Louisiana, Texas, Puerto Rico, California, and beyond—developing federal fund strategies that support long-term housing, infrastructure, and economic recovery. Matt brings unmatched expertise in HUD compliance, policy creation, and community development to every engagement.

He has authored key manuals used by HUD for post-disaster housing construction and led two separate state agencies in recovery leadership roles. His work on the state of North Carolina’s U.S. Treasury-funded Emergency Rental Assistance Program helped over 100,000 households and became a national model for fraud prevention, speed, and efficiency. Today, Matt continues to shape recovery policy at the state and federal level with integrity, technical precision, and measurable impact.

Ryan Flynn

Ryan is a public sector organization development and design leader, having been at the helm of two major disaster recovery efforts at two different states. Ryan has assisted with multiple different types of disasters in multiple different frameworks, including hurricanes, floods, straight-line winds, and wildfires.

A CDBG-DR implementation expert specializing in program design, system structures, and high-impact problem-solving, Ryan has managed over $2.5 billion in disaster recovery funds, driving efficiency and results for large scale disasters in multiple states.
